Dr. Khalifa Rajab Abdulsadek is an experienced energy executive with a distinguished career in the oil and gas sector, covering upstream, midstream, and downstream operations. With expertise in exploration, field development, and production optimization, he has contributed significantly to Libya’s energy industry and international partnerships.
Dr. Abdulsadek currently serves as Acting Minister of Oil & Gas of Libya and Board Member of the National Oil Corporation (NOC), where he oversees Exploration, Reserves Development, and Planning. He also chairs the Owners Management Committee of Waha Oil Company, supervising operations on behalf of NOC, ConocoPhillips, and TotalEnergies.
Throughout his career, he has been instrumental in launching strategic energy projects, including the South Libya Refinery Project and the development of oil fields producing over 300,000 barrels per day. He established Zallaf Libya E&P Oil and Gas Company, the first exploration and production company under NOC, and founded Murzuq Oil Services Limited in the UK and Tunisia, strengthening Libya’s global oil and gas presence.
Prior to his executive roles, Dr. Abdulsadek was an Assistant Professor at the University of Calgary, teaching petroleum and reservoir engineering. He also held senior positions at Repsol and Talisman Energy, leading reservoir development and asset evaluation projects in North Africa, the Middle East, and North America.
He holds a Ph.D. in Petroleum Engineering from Heriot-Watt University, UK, a B.Sc. in Petroleum Engineering from the University of Tripoli, and a Diploma in Business Management from IE School of Management, Spain.
He is fluent in Arabic, English, Spanish, and French.
